Airfields allow air units to operate from non-city provinces.
Embarkation time for troops is 30 minutes. Disembarkation time is 1 hour, affected by the health of the airfield as 1/(health) * 1 hour (so an airfield at 40% HP would have a 1/0.4 * 1 = 2.5 hour disembarkation time). Refueling time for planes is 15 minutes, affected by the health of the airfield as 1/(health) * 15 minutes.
