Combat outposts provide quick protection for units outside of cities. They are useful to stop hostile units before they travel into a city, thus preventing battles from occurring in a city and lowering that city's morale and population.
Damage Reduction Calculation
Damage reduction is inversely additive. For example, units in a city with a level 1 combat outpost giving -33% damage reduction (so 0.67x multiplier on damage taken, meaning health is effectively 1/0.67 = 1.5 -> +50%) and with an entrenchment bonus of -25% damage reduction (so 0.75x multiplier on damage taken, meaning health is effectively 1/0.75 = 1.33 -> +33%) will have an effective health boost of +50%+33% = +78%, which is a 1/1.78 = 0.55x multiplier on damage taken and thus a -45% damage reduction.
