The headquarters building is extremely important to maintain Morale. Without a headquarters, the morale of all non-city provinces immediately drops to about 70%, homeland cities to 60%, and non-homeland cities to 40%. Each province suffers a -20% penalty thereafter on target morale.
The building is called "Relocate Headquarters" in-game.
Before the Nationalization feature was removed, relocating the headquarters did not cost any resources and only took 12 hours to occur.
You always start with a Headquarters as the capital of your country, and it destroys like a Army Base, once taken over by rivals. The City with this building should be the most protected against attacks. Unlike most buildings, this does not appear as a building on the construction details when you click on the city or province.
Even after you liberate your former headquarters, you still have to rebuild/relocate it.
Tatics
Almost never ever relocate it unless you re-liberated your headquarters.
