Air bases are necessary to mobilize every air unit. They also increase resource production.
Embarkation time for troops is 30 minutes. Disembarkation time is 1 hour, affected by the health of the air base as 1/(health) * 1 hour (so an airbase at 40% HP would have a 1/0.4 * 1 = 2.5 hour disembarkation time). Refueling time for planes is 15 minutes, affected by the health of the air base as 1/(health) * 15 minutes.
