A city is a special type of province. It always either produces large quantities of a resource or produces more than usual amounts of money. Units can only be mobilized in cities. Different types of buildings can be built in cities as opposed to non-city provinces. Coastal cities spawn with harbors, which cannot be destroyed or built on non-city provinces (instead replaced by pontoons). Cities can increase in population.

As you conquer new cities, the local population will not appreciate your invasion into their homeland. The base morale will be lower compared to homeland cities, produce only 25% resource, and you will not be able to mobilize units. You can, however, construct buildings. If an occupied city has less than 35% morale, there is a chance for an uprising.

Trivia

  • In the nationalization update, any city used to be able to be turned into a Homeland City if a nation had less than 5 homeland cities. This feature has since been removed.
